Сross-national study “Invisible Care, Unmet Needs: The Situation of Ukrainian Caregivers of Persons with Disabilities in the EU”, 2026

This study highlights the overlooked situation of Ukrainian refugee caregivers of persons with disabilities in the EU. It shows how these mostly female caregivers face a “double burden” of displacement and intensive care responsibilities, leading to social isolation, housing insecurity, and near-total exclusion from the labour market. Due to a lack of data and recognition, their needs remain largely invisible in policy and practice. The research calls for better identification, targeted support, accessible services, and stronger integration of caregiving and disability considerations into EU and national policies.
